Europa Popularis is a transnational endeavour among five countries (France, Spain, Italy, Ellas and Germany) and 17 core multifaceted partners whose level of activation is mainly at local level. The main objectives are to define the meaning of community participation as well as to discover and experience methods of the participative democracy. In addition, it popularises the Charter of the Fundamental Rights of the European Union and develops the participation of the young people in principle into their local society. As a result, the project networks local projects and twin-makes local associations.

The activities are the creation of 5 Local Partnerships combined by varied type of non profit making and with direct or indirect contacts with young people aged 13-30 years old organisations (NGO's, youth newspapers, municipalities, schools, cooperatives, associations, etc.). On a later stage, five youth groups are created, the so-called “Task Force Local Youth Groups” (TFLYG), who form a 3-member board using democratic procedures. The TFLYGs, in close collaboration with the members of the Local Partnerships, undertake a series of chain activities in an effort to motivate other young people of their local community and to develop further the local partnershipin will undertake. To succeed in this, a training course on participative democracy takes place. The course gives the opportunity to the young and adult trainees to clarify the meaning and the merits of participation and to brainstorm innovative ideas for the implementation of a “Participation Month”, that takes place later, in the framework of the same project, in all local communities of the project partners. Some other activity is the “Writing-Drawing Activity”.

The activity is carried out by the members of the TFLYGs mostly. It concerns the distribution of many pre-formated artistic sheets that have been especially prepared for use by the local communities of the partners. These artistic sheets are divided in 2 parts, the first one for writing and the second part for drawing. The members of the TFYGs, ask the local youths (age 18-30) to write an essay on the theme of Participative Democracy in the first part, and the children and youngsters (age 13-18) to draw something inspired by the drawing in the second part.

The writing-crawing activity sheets are published on the Internet, some of them are printed on the "Drawing Poster". The partners publish the “Charter of the Fundamental Rights of the European Union” in their language. Together with others, these products are distributed widely during the events of the Participation Months. The events are different from one local partner to the other, but they all follow the same line. All of them are foused on the promotion of the word “Participation” through creative activities, such as theatre performances, discussion panels, visits to schools or to houses, broadcasts; book, painting and other exhibitions, articles on the newspapers etc. All active participants receive a T-shirt and a diploma, as an award for their participation.

The evaluation and the follow-up meeting give the chance to the representatives of the local partners and the representatives of the TFYGs to sign a Declaration of Honour that will put the framework for twinning-making activities among the local participants and local structures.
